Department of Health Care Organization and Drug Policy 

It is the sector and key Department of the Central apparatus of the Ministry of Health. The scope of work of the Department employees in administrative public positions shall include: 

  • compliance with the established job descriptions, the procedure for working with official information and official interaction;
  • implementation of control and monitoring of implementation of the Laws of the Kyrgyz Republic, Decrees of the President of the Kyrgyz Republic, Decrees, Orders of the Government of the Kyrgyz Republic, State and National Programs, policy papers on the issues of organization of health care to the population;        
  • submitting of draft regulatory legal acts on delivery of health services to the population and drug policy to the Government of the Kyrgyz Republic; development and approval of departmental acts, relating to delivery of health services to the population;
  • development/drafting of Orders based on the Decisions of Ministry’s Collegiums on delivery of health care to the population and drug policy and management of  health system;  
  • implementation of methodological guidance and oversight over the activities of supervised services; 
  • creation of intersectoral commissions, coordination and state expert councils, working groups on the issues related to delivery of health services to the population of the republic and drug policy;
  • inspecting the activities of health care organizations on quality of health care and drug supply;
  • interaction with interested ministries and departments, republican and local government bodies, professional medical associations, public organizations, etc.;     
  • interaction with public organizations in implementation of national, state and targeted programs on protection of citizens’ health;
  • monitoring, analysis and evaluation of health status of the population, ongoing programs in the field of health protection and promotion and drug policy, progress of health care reform;
  • implementation of cooperation with international organizations;
  • implementation of preparation, organization and implementation of projects, grants, etc., coordination of projects;  
  • participation in the work of Certification Commissions by profiles;
  • coordination of the work of health care organizations in the regions;
  • management of appeals, complaints and counseling of citizens and organizations within its powers.
