REGULATIONS
on the Department of Stewardship and Health Policy Development

under the Ministry of Health of the Kyrgyz Republic 

  1. General Provisions


The Department of Stewardship and Health Policy Development (hereinafter referred to as “the Department”) is a structural unit of the Ministry of Health of the Kyrgyz Republic (hereinafter referred to as “the Ministry”) and carries out general management and coordination of activities of all subjects of healthcare system, interested systems and structures and international donor organizations. 

In its activity the Department shall be guided by regulatory legal acts of the Kyrgyz Republic, Regulations on the Ministry of Health of the Kyrgyz Republic, Orders and Instructions of the Ministry of Health of the Kyrgyz Republic, as well as these Regulations. 
  

      2. Main Objectives and Functions

The main objectives of the Department shall be:
- participation in development and implementation of State Benefits Program, national, state and targeted programs in the field of ensuring health protection of the citizens in the Kyrgyz Republic, other regulatory and non-regulatory legal acts in healthcare;
- coordination of implementation of the activities under the “Den Sooluk National Health Care Reform Program” (hereinafter – “the Den Sooluk Program”); 

- ensuring the activities of the Intersectoral Coordination Commission for implementation of the “Den Sooluk Program” (hereinafter referred to as “the Intersectoral Coordination Commission”), Health Policy Council, and Health Summits; 

- implementation of interstate collaboration, collaboration with international organizations; 

- ensuring implementation of interstate and international agreements in the field of health protection and promotion; 

- coordination of the activities of ministries, administrative departments, other state bodies of executive power, as well as local state administrations and bodies of local self-government, non-governmental and international organizations, public associations, civil society and mass media on health related  issues; 
      

The main functions of the Department shall be as follows:
- compilation of reports on the “Den Sooluk Program” progress, based on the monitoring results against the indicators and monitoring mechanisms, specified in the Operational Manual/Guidelines, and sharing them with Development Partners;
- preparation of draft annual Work Plans and sharing them with Development Partners by the Joint Annual Review (JAR);
- making proposals and suggestions on the main realms of state policy in the field of healthcare; 

- coordination of development of draft national, state and targeted programs in the field of ensuring health protection of citizens in the Kyrgyz Republic and their further implementation; 

- participation in drafting of regulatory legal acts of the Kyrgyz Republic, Orders and Instructions of the Ministry of Health of the Kyrgyz Republic; 

- development of analytical materials and reports on the progress of health care reform for higher level and interested state bodies; 

- compilation of summary reports on implementation of strategic programs, other documents in the field of health care; 

- monitoring, analysis and evaluation of the “Den Sooluk Program” implementation; 

-  implementation of inter-sectoral coordination on health protection and promotion issues; 

- ensuring the activities of the Intersectoral Coordination Commission, Council on Health Policy, and Health Summits (preparing materials for meetings, keeping minutes, drawing up decisions, disseminating materials among interested organizations and departments of the Ministry);

- overview of progress of the activities under the “Den Sooluk Program”; 

- ensuring interstate cooperation and collaboration with international organizations; 

- ensuring implementation of interstate and international agreements in the field of health protection and promotion; 

- development and monitoring of activities to comply with interstate and international agreements; 

- development of materials for the Meetings of the Health Policy Council under the Ministry of Health, Intersectoral Coordination Commission, Health Summits and participation in organizing the above meetings; 

- posting the materials on implementation of the “Den Sooluk Program” on the MOH website http://densooluk.med.kg and its administration. 

- review of written and oral claims and appeals of citizens, healthcare organizations of the Kyrgyz Republic, state and public organizations; 

- implementation of other functions, established by the legislation of the Kyrgyz Republic.
  


 III. Entitlements and Obligations of Employees

    To carry out the assigned functions, the employees of the Department shall be entitled to:
- within their competence - request, receive the necessary information from structural divisions of the Ministry of Health and subordinate divisions, healthcare organizations and donor organizations; 

- take part in meetings, workshops, seminars, conferences on the issues related to the activities of health system;

 - engage qualified specialists for development of regulatory legal documents for further coordination of the activities of local and donor organizations to further promote reforms; 

- conduct an expertise and monitoring of implementation of the Work Plans and Procurement Plans under the “Den Sooluk Program” components and make proposals and suggestions on addressing the detected shortcomings and omissions; 

- represent the interests of the Department in other medical and donor organizations on the issues related to implementation of the “Den Sooluk Program”

The Employees of the Department shall be obliged: 

- to be guided by these Regulations in their activities; 

- comply with the legislation of the Kyrgyz Republic.
